Festival Overview
Hwacheon’s winter festival transforms a frozen river corridor in Gangwon into fishing zones, snow and ice activities, markets, food areas, and a temporary cold-weather town. Sancheoneo—mountain trout—sits at the center of the public identity.
The narrative is adaptation to winter. Residents turn severe cold and a remote river landscape into seasonal economy and communal play, while climate variability tests the assumptions beneath the ice.
Participation should include more than catching fish. River safety, animal welfare, local business, and changing winters all belong to an honest account.
